Current challenges for the public sector
A look at the status quo
For the public sector in general, and particularly in the federal states and local authorities, complex social and technological changes are creating challenges that need to be overcome.
Digitization of processes
The digitization of administrative procedures is changing work processes, as the focus is shifting toward process-oriented structures. Often, procedures that are not codified are not documented. Documentation is therefore necessary before digital process optimization can take place – a challenge for many public authorities given their limited resources, budgets, and expertise, as well as existing organizational structures.
Digital expertise
The challenge is to increase the digital skills of public sector employees. The ability to use digital technologies effectively is not equally distributed everywhere and requires targeted education and training measures.
Integration and interoperability
Connecting different digital systems and platforms and enabling seamless collaboration between different authorities poses a considerable technical, organisational and political challenge.
E-government and digital services
The implementation of e-government solutions is often associated with considerable difficulties. Not all citizens are willing or able to use digital services, which slows down the widespread introduction of such systems.
IT Security
IT security in the public sector is challenging as it is often a target for cyber-attacks. Government agencies manage sensitive information that is important for national security and privacy. Disparate IT systems can lead to security vulnerabilities, and limited budgets make it difficult to protect against growing threats.
Lack of coordination and many players
The sheer number and diversity of stakeholders involved, as well as the large geographical spread, lead to coordination challenges. The coordination and harmonisation of interests and measures is complex and essential for the success of digitalisation.
“The state administration is currently not organized in such a way that it can meet the challenges of digitization."
Special report: Challenges in the digitization of state administration
State Court of Auditors of Mecklenburg-Western Pomerania, 2025
Opportunities in the public sector
Recognising and exploiting opportunities
We are certain that with the right levers, we can overcome challenges, realise the potential of the administration and provide support in the process
- Relieve employees of the burden of digitalisation and administrative work
- realise usable and high-performance IT applications and IT systems
- to have secure and compliant IT environments (e.g. EU AI Act, EU Data Act, GDPR)
The most significant opportunities and levers on the path to a sovereign state lie in the forward-looking topics of (1) “artificial intelligence” and (2) “low-code“. These developments are not temporary trends, but will become established.

AI accelerates business processes in the public administration
AI offers new possibilities by not only optimising processes but also assisting them. Generative AI models have the potential to significantly improve efficiency and user-friendliness in administration.
Access to administrative services is simplified in the contact between citizens and the administration:
Implementation of AI-supported virtual assistants that answer questions in real time, process FAQs and support navigation through official services.
Use of AI to make digital services accessible to all organisations in all languages, including plain language.
AI-supported platforms that proactively provide information on funding opportunities, market trends and innovation potential to promote growth and competitiveness.
AI systems that support companies in complying with legal regulations by analysing relevant documents and partially automating compliance checks.
Workflows within the administration are simplified and efficiency is maximised:
AI-supported systems help with the creation of reports, the processing of applications and the creation of other texts by making suggestions and adjustments.
The use of AI speeds up the search and preparation of relevant information (e.g. resolutions) to support decision-making processes.
AI-supported software enables the (partially) automated creation and processing of documents, e.g. the automated creation of meeting minutes and cabinet submissions.
Improve data communication and collaboration between different agencies, eliminating redundant processes and increasing efficiency.
Sovereign AI platform for administration
Our offering is a platform that integrates seamlessly into the administration’s existing work processes and provides an outstanding user experience. This software solution is intended to be available to administrative staff as well as companies and citizens and provide support for a wide range of topics. Our solution is intended to lower the entry barriers for the use of AI and serve as a marketplace for innovative use cases. Its structure integrates the new requirements of the EU AI Act and all other data protection and IT security requirements.

Core capabilities of our platform
Flexible design
- Diverse AI models
- Modular architecture
- Platform independence
Trustworthiness and control
- Safety and protection
- High level of data protection
- Certified support
Seamless integration
- System compatibility
- Expandable interfaces
- Efficient system connection
Low-code for more flexibility
Low-code enables the creation of applications using graphical interfaces instead of complex code. Developers use visual models for complete applications with modern user interfaces and integrations.
By 2025, 70% of new applications developed by companies will be based on low-code or no-code technologies; in 2020, this figure was only 25% (source: Gartner – Magic Quadrant for Enterprise Low-Code Application Platforms).
Applications can be found in the following areas, among others:
Citizen services:
- Development of online portals for citizen enquiries, applications and appointments
- Automation of approval processes and document management
Administrative processes:
- Creation of workflow management systems to improve internal communication and data transparency
- Development of custom dashboard solutions for real-time data analyses and reporting

For the development of low-code applications we use OutSystems, a leading low-code platform. Through our skills in…
- the provision of applications on the basis of OutSystems
- building their own OutSystems team
- support and daily monitoring
- the development and optimisation of the OutSystems architecture
- the implementation and management of OutSystems upgrades and
- the provision of German-speaking requirement engineers, analysts and PMOs
…we enable you to utilise the potential for your use cases.

1/7
Accelerate transformation
An IT organisation at a German airport is becoming agile in order to react flexibly to changes. In cooperation with valantic, agile structures were developed and implemented through practical workshops and coaching. This redesign led to concrete improvements in team organisation and project implementation, particularly in planning and feedback. -
2/7
Building customer-centric, digital services
valantic is supporting the digital transformation of a European city, whereby 70% of citizen enquiries have been digitised. The implementation of a central citizen platform optimised the visibility of services and business areas. The changes to the systems increased citizen satisfaction through improved accessibility and simplified processes. -
3/7
Automate administrative processes
valantic realised a customised deposit database management system for a large German city, which increases administrative efficiency through high security and user-friendliness. Thanks to the collaboration, the city's specific requirements were realised in a robust architecture. The new system facilitates maintenance and is considerably more efficient. -
4/7
Optimising the performance of the tech stack
A system for traffic scheduling at a large German rail transport company has reached the end of its life cycle and can no longer fulfil requirements. valantic is developing the architecture for the software system, which is to provide integrated applications, be architecturally modular and enable a higher degree of automation. Defined architectural goals were adhered to and the appropriate technologies were analysed and selected. -
5/7
Shaping and managing networks & cooperations
A German rail transport company successfully combated silo thinking with a project in cooperation with mobile network operators that aimed to improve mobile phone coverage in tunnels and rural areas. Sprints and close consultation led to a standardised understanding of data and targeted action among the participants. As a significant success, the project improved network coverage. -
6/7
Increased efficiency through transparent process KPIs
A German telecommunications service provider faced the challenge of a lack of transparency in fibre optic expansion, which was hindered by 30 stakeholders and 17 isolated systems. By working with valantic, inventories were carried out and KPIs along the end-to-end process were defined, prioritised and classified. The validation and implementation of a dashboard for control enabled long-term automated reporting and more efficient control of the fibre optic expansion process. -
7/7
Making data and AI usable
For the Federal Maritime and Hydrographic Agency (Bundesamt für Seeschifffahrt und Hydrographie), existing data is being moved to a modern geodatabase based on PostgreSQL/PostGIS. The aim is to create the basis for efficient and legally compliant planning – for example, for offshore wind farms, cable routes, and regional development plans. Modeling, integration, and automation are used to create a powerful multi-user system that historizes, versions, and provides complex geodata.
